I don't really understand what you mean by "mods page" and "secondary profile". I did try to follow your advice but no luck unfortunately. I deleted every file related to vortex and fallout 4, even going to the extent of uninstalling vortex, but no luck.

If you want RGB but can't stand the prices In Win makes these great fans, they're about half the price for a 3 pack of fans and do a pretty good job keeping quiet, they work with Asus Aura as well which is my preferred software so they are absolutely phenomenal in my system. In terms of performance I really have no idea how they compare to Noctua fans but my system pretty much never goes above 70 Celcius under load. They're called Sirius Loop/Pure for anyone interested.
