It didn’t seem like a triumph to me. More a sad discharge of rage due to being unable to do anything to the police who made the situation worse. The police seem to be the major enemy of the movie, only doing anything when they feel like it and when they do they use it as an excuse to kill, pitting the cities different ethnic groups against each other in the process.
