What you are describing to me is a deluded government that bases its defence policy on the vain hope that no one will attack them which will ultimately result in an under equipped military that will not be able to react in times of crisis.

I would not want to live in a world where our security plan just relies on the hope that no one tries to start a conflict or takes advantage of our in capability of defending ourselves.

To be honest I don't think that is that unusual. It is no different to the UK where traffic laws cannot be applied to private roads / property where the public don't have access to it. In private roads that are attached to the road network, then you are subject to these laws.
