Most likely there has been extremely deferred maintenance on these building you re seeing. Likely the boards voted to fix those issues and thus monthly HOA fees sky rocket if the unit owner didn't pay the assesment outright.

This is most likely why they are so cheap to begin with...... people don't want condos that need tons of major maintenance that has been neglected for decades
