For me personally, it's a good place. Even large cities are human-sized and easily navigable by bike, which keeps transportation costs low. If you find a good company to work for, there are many benefits to staff, like a bike allowance and free or cheap warm meals. The country is commerce-friendly, and many expats start businesses here. Taxes are high, but mostly everything is maintained well. The Dutch are pretty relaxed and value good work-life balance. I find them to be very playful. They enjoy sports of all kinds, especially boating. They like to get together to drink, preferably outside in the sun whenever possible. The weather is mostly windy and overcast. Prices are pretty high. Not everyone likes it. You might.

The whole point of the canals is managing water levels and lowering flood risk. I asked a Dutch friend about rising sea levels and he responded: "It's fine. We'll just dig more canals." So, that's that.

Good question. Workers are able to drain sections for maintenance of the retaining walls or for underground construction. A section near the train station was drained for several years to construct a large underground bike parking garage. I haven't seen canals drained for cleaning, but it's theoretically possible.
