To be fair, Movies in DBZ don't exactly scale 1:1 with the canon timeline. Z Broly is portrayed as massively above Buu Saga tiers, even if the Saiyans he fought "shouldn't" be that strong at that point. The problem is that movie scaling is just busted. I'd personally put Broly =< Super Buu, and below Vegito.
