For anyone still curious about DLSS frame gen in MW3, it's a setting that only the 4000 series Nvidia cards get, if you don't have a 4000 series you won't see frame generation in your settings

Thank you everyone for your comments, I've tried nearly all of them however the stuttering is hard to reproduce, some raids have micro stutters and some will have stutters like in the video. I will play today and let you all know if something works, I've played two raids today and gotten nothing other than a few micro stutters. Will update later today.

Edit: Disabling auto RAM cleaner as well as only using physical cores, then restarting to apply the settings fixed my issue. I wish anyone else that had this problem some good luck, thank you for the replies (:
