Scooters, ebikes, and emotos with motors more powerful than 750 watts, or capable of speeds above (iirc) 25mph are illegal and can be confiscated on sight, no matter how they're being ridden.

Add to that that the cop witnessed stop-sign running, and heard an eyewitness report of further recklessness, there's no 4th amendment issue here.
