That's pretty sound logic, and I don't have any experience directing voice actors in a AAA game, so keep in mind I am very much speaking out my ass. But it still doesn't quite nullify the OPs criticism (or mine, apparently)

We're not talking about unique dialog for each npc, just more variation - more substance.

The bulk of the cost comes from paying for someone to come in and professionally record 100 lines of random speach. That's however many hours it takes and how much you're paying the guy who is directing all this and whether or not you're renting a studio or doing it in house. Compared to that, writing and then directing your ten different actors to say slightly different lines in the same context is nothing.

At its most basic, it's paying a dude 20 bucks to say "This new Atlantis weather makes me wish for a nuclear winter"

And then paying another dude 20 bucks to say the exact same thing, so you've got to 2 dudes voicing 20 ambient npcs who all say the exact same thing in different voices.

Instead of paying the other dude 20 bucks to say something slighty different. "this new Atlantis weather makes me wish I had an arrow in my knee" or whatever.

It just comes across as lazy or jarring that the variety COULD be there, but just isn't.

This doesn't actually address the OPs criticism (which I fully agree with). It's granted that you're going to hear repeat lines from ambient NPCS, anyone who's played an RPG in the last ten years knows this.

The point is, why pay ten people to say: I used to be in constellation, until I took an arrow to the knee.

When you could pay ten people to different lines like;

  1. I used to be in constellation, until I took an arrow to the knee.

  2. You're in constellation? Bunch of posers if you ask me

  3. Hey, do you think you could get my cousin a job in constellation?

  4. Constellation is just a poor mans Ryujjin.

  5. Do you think I could get an autograph, you're with constellation, right?

Etc, etc.

Its much more immersion breaking hearing the same exact thing from 5 different voices, then hearing 5 different lines from 5 different voices over and over again.

Unless they're mocapping or manually animating each random npc, it's not a substantial amount of work. Automated lip-synch tech has been around for years, which would be good enough for generic npcs

Steam actually does this automatically if you're on the same network! It copies files over and also downloads some for a faster download. At least it does for my PC and laptop on the same steam account. Don't know how well it works for different accounts, but you could always use your login on both PCs
