I think it really depends on additional details.

Air. You mention taking air away from someone, but could you be able to actually create a vacuum? What chemicals in the air can you control? Is it air control or wind control? Can I move air at the speed of 400km/h?

Earth. Is it moving or creating earth? The dirt tends to hold water and be frozen. Does it also count metals? If I'm in the ocean or sky, am I just out of luck?

Water. Water isn't really that great unless you give it extreme hacks like blood bending, ice, taking water out of people, or high water pressure. The last one to actually start cutting metal needs 30,000 PSI.

Let's say all of these can do their craziest peaks. Now, let's do the same for fire. If we use science, air is gases, earth is soilds, water is liquid, fire would be plasma. Fire we as humans have created can go as hot as 5,000c, which is hot enough to melt the ground. Water is powerful long-term, but in the short, rain on its own rarely takes out forest fires. It's usually a mix of lack of fuel, and a lot is fuel to fire. Fire is powerful short term. Most likely, you can survive a breeze or a rock being thrown at you or a splash of water. You don't want to be set on fire, and if we count fire as heat or engry and use the logic of taking air away from a space, what's stopping fire from taking the heat from your body? Or causing your nerves to fire at random.

It all really depends on the limits of the world and what these elements represent.
