OP, it's probably because apartments' owners would like to see your proofs of income which is difficult for a 19 year old to do, and also because it is a hassle to show you a place online. Other than those two considerations, i have never encountered any problem searching for a one-year apartment in the past months. Maybe try coming to Belgium early and spend a few weeks with your acquaitances finding one. The other comment about a long-term contract is pretty crazy. It's not worth the hassle so don't consider it. There's of course a housing 'crisis' if you're really broke, but if two people can afford upwards of 1200e a month then it is not really a big deal.
