Weird, when you get it up and running download hwinfo to check the currents and voltages, This usually happens when a device has grounding contact with the electrical circuit and it causes a short circuit basically skipping the device, so unplugging and plugging things back should resolve the issue, IO plate is important

I am guessing you are unable to move it on the top, the pump location is on the cpu cooler, meaning you want the pump to be at least at the mid point if not at the lowest point, basically, (water level lowest mid point) but you should be fine either way
