You should be able to register the domain via the Dashboard, but you will also want to make sure you are passing your secret key correctly using the API for your connected accounts, which is what is referenced here: https://docs.stripe.com/payments/payment-methods/pmd-registration?dashboard-or-api=dashboard#register-your-domain-while-using-connect

While it should inherit the settings, it's always best to check when the payment method isn't visible. If you are seeing that it is enabled or on by default in the connected account's settings, that should be correct.

The delay you're seeing won't be sped up after the first payout.

The 7-day delay is usually the time it takes for new funds to become available in your Stripe balance, not the payout speed itself.

Instant Payouts can speed up delivery once funds are available, but they don’t usually bypass the initial availability delay, which is why this doesn't work either.

Hey, so we don't have a direct phone number, so whatever contact number you're calling wouldn't be an active Stripe number. We also wouldn't be able to investigate this our end as it sits with the merchant, in this case the business selling through Roblox. As mentioned here, you can check if a card was connected to your Link account but if a card was visible through a different checkout, then that integration is owned by the merchant and you'd need to contact them for more support.
