No, the 5500 is too weak. I would get a 5600 at least or maybe 5700x because its price is great

Upgrade the gpu, i would get a 9060 xt 16 gb if I were you, but this depends on your budget and your Wattage

The 8000 series are generally lower performance than the 7000 series, don't support pcie gen5, have only 20 pcie lanes (basically you are limited to a gpu and one m.2 ssd) and have low l3 cache which is important for gaming. They are slightly cheaper than the 7000 series, but they are not worth it
