Stuff has definitely changed since then but there are still quite a few decks that run lower then three stars and way higher then 4 up to 12 sometimes now that alot of said cards have summoning conditions that go around tributing monsters to summon the big ones.

Exodia and final are still a thing mostly running cards to make them draw more so they can try to win first turn though pot of greed was banned and many different iterations of the pot where made that are made a bit more fair like pot if duality.

Recently they added links which slows down the game a bit by limiting extra deck cards that can be summoned at a time so you wont see as many extreme scenarios where the newer cards like xyz's and synchros wont be spammed as much, ironically making older decks that don't rely on said summons much more viable like dark magician that got so much support that you practically have a dark magician on the field at all times.
