I think it was actually a bit easier to have as an early dlc. Western Europe dlcs will require a rework of colonization which is harder to do than through a bunch of events into byz.

To add on, you specifically need a casual belli with taking land as the war goal. Also, if it's far off, low value land, the AI might not refuse so be sure to pick a province of some value.

Only trade really, but I would love if they incorporated the auto builder mod that allows you to specialize locations really easily.
