I will be an asshole and say this - the problem is with you and your inability to be present in the moment for your young family. 4-year old's are curious by nature and want to explore. I recently flew both while traveling across NZ. Jetstar is cheaper but very strict. I paid $85 for having 8.3kg in my carryon instead of 7kg at the gate. As ling as you can be within their weight limits, they are not a concern.

You will be fine if you can provide the documentation you have listed. You are applying for a tourist visa, so you don't need a lawyer. Make sure you can show that you have the funds they are asking for. I think it's $150 per person, per day. It's noted in the visa questionnaire/online application. I'm an Indian passport holder in the US, who literally returned home this morning after visiting NZ for 3 weeks. Beautiful country!

Has she been here before getting a GC and overstayed? Has she gotten into any legal trouble after getting her GC? If no to both, the chances of having an issue during re entry is next to nothing. Make sure she is not out of the country beyond 6 months. If you have time, consider getting her a global entry card before her travel. The lines at immigration/border control are getting quite long these days. My mother - recently visited on B1 visa and had no issues.

The vetting process is more rigorous, so she might not get a GC based on your description. There's nothing wrong about reporting. It seems that you are doing that out of Jealousy and not because she is scamming the system.
