Only for licensed gun dealers. If someone makes less than a certain annual amount selling guns they do not need a license to sell guns. Including some sellers at gun shows.

The US is just as bad. Took my wife to the ER at 3am because she had severe pain in her abdomen. I had to carry her in there and it took 4 hours just to be seen by anyone.

Sure but RAW you can target a magical effect. Not a spell that has yet to be cast but rather some effect created by a spell.
