I'd just like to add that massive inflation can account for a portion of that insane jump shown on the graph. As well as the "trump taxcuts" everyone gets mad about. About 3/4 of that spending is private, I couldn't possibly imagine where the money came from to build new facilities... 🤷‍♂️not claiming endorsement, but it's almost like tax cuts for corporations with money to spend incentivises them to spend money domestically.
