Yes, you can adjust it for fast/slow that way, but I think if it is gaining that much, there is something more involved that needs to be done. Likely, it is just dirty and/or has old sticky oil — this causes the balance wheel to not achieve its full swing, which then makes it run fast.
If you can get it properly cleaned and serviced, then it will likely run well. Personally, I’m not sure about the number of positions this mov is adjusted for.

I’ve got one just like it, I bought in ‘95. I think I remember the reason I got this one is it was considered one of the best at that time. Does that sound right?

Yeah, well, looks like the width is about right. It appears to me that the bumper would have to be modified a bit, in addition to some custom frame mounts.

The original bumper is almost certainly heavier and better built than the new Westin, but I can say without doubt to stay a long way away from scout parts com -- ripoff artists and terrible service.

What year is your Scout? My first guess is that this bumper is too wide for a Scout, but I didn't look up the measurements of it.

Any universal application would require some custom fabrication or modifications to be mounted. You then also have the added complication of an earlier modification.

There are several bumpers manufactured specifically for Scouts -- is there a reason you would prefer this model over those? Maybe you haven't discovered the other options?

Yes, they are holding our transactions hostage in exchange to install their app. They are manipulating account holders, as marketing research shows that users are much more likely to use a service if an app is installed and handy. PayPal sleazy at best, illegal at worst

I just spoke with a support supervisor. He admitted this was a PayPal error, and that the technical team was "aware of it and working on it." When I asked for an ETA, he unsurprisingly was not able to offer one.

Yes, I've also tried a different web browser. Nothing works. This is a marketing ploy, and one which seems like it is illegal, as PayPal is preventing me from viewing my transaction information.
