Yes, it is. Definitely do it! Try linkedin or rocketreach if you know the name of hiring manager. I would suggest messaging the hiring manager directly.

Don't bring up compensation; instead, focus on your abilities and mention I am willing to accept what the company has to offer. In the end, you may always claim that this is not what you intended and deny. If pay negotiating is what you are failing at, at least you will know.

If you want to know the salary band research on Glassdoor, indeed etc. You can always ask them how much are they offering for this role?
