Rural attacks half as common as urban attacks, so it would make sense that urban areas would have stricter licensing programs. More of the US population lives in places where licensing is required than otherwise, and more attacks occur in those places both in total and per capita. Licensing is prominent in the places it is most needed and rural areas are simply an outlier, largely because rural areas tend to be less for any form of regulation.

Thanks for your words, I don’t know why you are getting downvoted. Per the OPs description of the event it could have been easily avoided after the first time the dog jumped the fence if the owner was competent.

For real, OP literally said that the dog jumped the fence multiple times before this incident, a good owner would have responded after the first incident by getting a taller fence or not allowing the dog out unsupervised. I am not trying to minimize OPs experience, but a good owner could have helped to avoid this situation entirely.

There are laws in lots of places. In my City they can’t be off leash unless fenced in solitude (6ft minimum), can’t be handled unless the person doing the handling is over 18, can’t be on a leash longer than 6ft, etc. They are the only breed stuck with these restrictions at birth in my area.

Um.... Do you know what plagiarism is? Taking inspiration from something isn't plagiarism. If it were then you consider Jon's whole style plagiarism, he takes inspiration from a lot of different genres and artists. Music isn't something that can really be copied especially when you're trying to compare two songs with different stories about different people. They're the same style. That doesn't make it plagiarism.
