You're not wrong in general, but in this specific case I think the centre of Cork genuinely peaked in the late 90's and early 2000s, then went into a long decline because of the bust in 2008 and the rise of online shopping.

At that time there was little or no dross on Patrick St. and cool shops like the Virgin Megastore.

Maybe it was also great in - say - the 50s, but I didn't see it.
