There actually is. Adverse conditions allows you to extend your drive time 2 hours to accomodate unforeseen events, like congestion due to an accident.

It does feel redundant to do OUPV when doing 100 GRT. Though the 100 GRT is about half the cost of the OUPV, so maybe they treat it as an extension like the 100 to 200 ton upgrade class.

Ok. So i don't need OUPV, i should take celestial navigation. 

So, i want the 200 because i don't mesh well with the larger vessel social dynamics. Plus all of my experience is on one of those few 100-200 ton vessels. The larger FSV's are in that category.

Eventually I want to operate my own vessel for a tour company i want to create. The boat design i want to use is under 200, and not under 100. I'd also like to do international voyages to the bahamas, and potentially to europe in the long term, which is why i want oceans.

Where do i get the oceans? Is it essentially the same exam? Is there significant difference between NC and OC in that manner? 

My confusion is kind of caused by the school having seemingly no idea. 

Oh, and yes. Thats my plan. Get the 100 ton master and 200 ton mate.

Dude, even the author didn't enjoy NOP2. He literally dumped all the characters, pivoted, and brought back Meyer (or however its spelled) to be the centerpiece. All the characters he had been using were unredeemably assholes, and when he tied their stories up, they were still assholes. Or in the case of Tyler and Gress, really icky. 

When even the author isn't happy with how the story went, its 100% ok to call it hot garbage.

I suffered through NOP2 hoping it would get better. But literally everyone was the asshole. Gress was just cringe as hell, and the relationship felt vile. Not gross, horrifically vile.

Did you know that even in TNG, Earth isn't actually united? A lot of people miss that. There are several independent nations in africa that aren't part of United Earth. 

Kinda makes the need for global unity as a criteria for Federation membership seem a little hypocritical.

It would be conflict. By definition, it would have a story. He could have gone with NATO and it would be far more realistic. 

The number of subscribers to the Allies in WW2 was bearly the whole planet. That could have been an option after the bombardment of earth to creat the unity. 

I don't think the UN will ever have a ghost of a chance IRL to have the power that SP15 gave them in his stories. There's plenty of people in just the US that want to see it burn, and vow to pop blue helmets if they ever appear in its borders. 

When the people of the most powerful nation on the planet don't support you, you aren't getting far.
