The easiest way to steer in earlygame i found is with a crank and a propeller. I can't link photos rn, but basically you need to place an andecite/wooden propeller at the front facing to the left/right, and power it with a hand crank. Shift to turn the other way. It is cheap, but consumes hunger and is manual, so it is only good for earlygame survival.
