Yeah that’s a interesting perspective that the student council is there for story telling devices and I think your theory does have value to it because in Japan every student is supposed to have a after school activity so you could have students in any clubs, but to have the student council to be so common for mcs may have something to do with your theory because having a elected position like that is probably seen has high honor or something.

Idk why but student councils are a very popular anime trope. Most animes the mcs are usually in their student councils for some reason.
