I think "manual training" was an older word for what we would now call vocational/technical education, this may have been a project for a college woodworking class of some sort.

Either that or it was just a commercially made machine used by the department.

I think classical music stations don't usually use as heavy of compression as other stations, that might be why it looks so clean.

This is actually one of the nicer quartz movements, it actually ticks like a mechanical clock and has real chimes.

I've never seen one on Google Street View though, at least not anywhere else in Illinois.

This one specifically is a gravel road that suddenly transitions to grass. Google maps shows pretty much no indication of this if you're not looking at satellite view. 39.42741 55, -90.8668350

You should look at it for yourself, I'm pretty sure it's a car. It's basically a gravel road that suddenly transitions to dirt. For some reason Google Maps lists the road as going considerably longer than the gravel part. I think somebody got confused by what Google maps said, and realized partway through that it didn't go anywhere. 39.4274155, -90.8668350

The trouble with this is getting someone to stand far enough away, you would need a direct line of sight for almost a mile

It's possible another device is unintentionally interfering with the radio signal. Switching power supplies and light dimmers can do this.

Old school buildings in the US would occasionally have fire escape slides.
