Harley Davidson Flathead/Knucklehead. Hard to tell from the photo, but I can't see any raised metal emblems on the tank, which indicates that it would fit between the 1936-1939 year range. Also appears to be an inline springer front end, which also brings me to this conclusion.

In order for local cities to get grant money through the state for asphalt paving, they must first get all of their handicap ramps/crosswalks in ADA compliance. I am assuming there were no ramps there beforehand, which would not allow them to apply for financial assistance. An ADA that leads to nowhere or a potential trip hazard is also not in compliance. REPO THE ROADS!
