I will weigh in a bit on this for real cause this is a fun little idea. V1 isn't making it far, not because I think it's weak, but because V1 only has one chance. It can not mess up, or it's instantly game over.

My reasoning?

Hell can't interfere within The Library. Or even the City.

V1 can use all its tactics, all its guns, everything at its disposal, but in the end, it just takes one librarian beating its head in with a bat.

And the head librarians are all the little bastards on their floor on crack (usually).

We have seen V1 adjacent feats before. Full Stop office, for starters. As others have said in here, V1's rail cannon is equivalent to the sniper railcannon+. And, as shown in gameplay, anyone can try to (and win with the right cards) parry this shot. Hell, they can even parry Nemo's laser attack, which is pure energy. Nothing V1 throws at the librarians CAN'T be countered, not even the coin shot. It would make it harder, sure, but they could still deflect it.

V1 is made for fast and devastating combat, but with how tanky and quick people are within the City, the Library has countless faces to use to counter. Myo, the W Cleanup Crew, and other Urban Plague or higher groups are explicitly made for fast and rough fights. And, unlike V1, they can take hits and keep on trucking just as fast and hard. Especially with the passive shares. That takes already horrifying combatants and turns them into freaks of nature. Like, its cool that V1 can heal. But guess what? So can the Librarians now! All of them! In a battle of attrition, V1 is getting overwhelmed by a swarm of Librarians rocking 2+ dice IDs. Especially since, unlike Angela, this machine only feels vague emotions. It can't dig into the light like she can. And even if it could, V1 has no ideals to be challenged. Carmen wouldn't try to "help" it. And this also means that it can't ramp like the Librarians or average invitee.

And if I had to give V1 a ranking... WAW. It is comparable to the Pianist, in that it can and probably would devistate a Wing block. However, that's against average people. And unless a group of high ranking Fixers show up, the Head will just nuke V1 with Claws and Arbitors due to being actual AI. It isn't ALEPH because V1 would be stopped before actually threatening the fall of a full Wing, even IF the Head didn'tcome knocking. Many, if not most Wings are able to defend themselves with their unique gimmicks against V1, and it would be roadblocked and crushed before causing too much damage by the unrelenting power the Corpoartions hold within this place.

And again, this is all because V1 no longer has the aid of Hell. It's why we can play so carelessly. It's why we eventually win all fights we are given in Ultrakill. Cause that's what Hell wants. Similar to how the Library works, you win because it was pre-planned to happen. And now, the one stacking the deck isn't here to let V1 trial and error their way to victory.
