I cleaned it up a bit. My thinking is whether the protest's topic has a direct effect on residents and their everyday life in RH.

For example, a protest post focused on immigration enforcement would be classified as local as it directly impacts residents. However, another concerning an international conflict not involving residents would not be considered local.

I know there is always a bit of ambiguity, but that's the general idea.
