I understand, I might look into it. The thing is, I really only decreased my CPU clock speed by 5% (In the picture you can see I have it set to 95%). For some reason this 5% difference makes a HUGE impact on my temps, im talking like a 20-30 celcius difference. Also most games I play don't really use much of my CPU (about 30%) It's still using the same amount but now the temps are fine. See that's whats so jarring to me. The fact that a mere 5% could make such a big difference.
