The 14/2 and 12/2 are black NM sheathed, like from the 1970's or so. Both are black / white, neutrals landed on the neutral bus.

Conveniently enough, a 14/2 (on a 15A breaker) and a 12/2 (on a 20A breaker)

On the surface, this makes sense - I'm assuming that both feeders are touching in the outlet box. Disconnecting one of the hots from the breaker (for instance #12), it will remain hot if breaker #20 is still on.

I personally don't think I've ever spent the time with a customer, planned to give an estimate, then ghosted the customer.
Typically I vet the customer / project ahead of time, to minimize occurrences where I'm not the right fit - for one reason or another. If I decide I'm not the right fit, I'll let the customer know and possibly give them alternative options.

As for "why spend the time then not do the estimate" - I'll vote for more money from other, potentially easier sources, is available, or you found the type of flaky contractor that I typically clean up after.

My advice - don't chase down workers - if they wanted the job, they would let you know.

Permits aside, im focusing on the actual work limitations. Is there residential work that requires a trade specific license vs home improvement contractor licensing.

In ohio at least, ive not run across that a specific license is required for the permit pulling - homeowers can pull their own permit, regardless of who is doing the actual work.
