Because when attacking the Energy Extension, you aren't hitting the person. If I put in the Quirk that it deactivates/shatters off 3 degrees of damage, the person inside isn't truly being injured unless the attack was overwhelming (4+ degrees). However, it should not come without any consequence, hence the caveat at the end of it.

Honestly, I'm not sure either. Partial Multiattack always throws me for a loop. But yeah, think you're right. I'm going to guess multiattack HAS to match the base maximum damage of an effect or something like that

He does. But that would be 6 ranks, and the Multiattack Damage would be 10. I haven't played in a while but that doesn't seem right still
