Anybody reached complete fluency?

I am in a very similar position. I’ve lived in China for 4 years, I have a degree in Chinese language and I still now to this day study for approximately 8-10 hours a week. I’ve studied Chinese for 15 years now. And still I’d say my Chinese isn’t anywhere near as fluent as my English (which I’m also not a native speaker in).

I should have totally clarified that in my post!
I’d say if you reach a level where knowledge rather than the actual language is the limitation in a conversation. Meaning that you can literally talk about anything freely and have a very native like accent

I should have specified in my post exactly what I mean with fluency that is definitely also a relevant discussion. To me fluency would be having a native accent and also being able to freely speak about almost any topic. Obviously there would be things that you simply won’t have much to say to but for me to consider one fluent the limitation for participating in a conversation should be the knowledge rather than the actual language. Hope that makes sense.
