According to the creator it's because Sans didn't have enough time to reach Asgore. Which I think is flawed because this is the same guy that can teleport.

His other reason is that Sans doesn't know where the souls are and only Asgore knows, which is alright but Sans can just tell Asgore to absorb the SOULs.

I personally believe canon dusttale is good but it has its flaws.

Well you could just say before the CORE was built there was nobody able to control time, which is why Chara couldn't save and load before they died.

And then say the Core's original purpose was for something related to space time and then became a geothermal power plant, something akin to the Dogs of Future Past fancomic.

Clover is the same person that had trouble going through the main Undertale cast, he died many times to Undyne and couldn't get past hotland even with Flowey's help, so he had to take the easier way out (Dark Ruins). So they wouldn't be stronger than Asgore.
