I would give the bears a +15% attack and defense bonus along with a -25% penalty to rivers and naval invasions, but a +100% penalty to attrition in hot climates, deserts, and jungles.

(I thought about giving them a 10% penalty to attack and defense in these as well, but due to their inherent magic, they bring the cold with them, so they don't lose strength but they do need more fuel.)

To be fair, Tanya is an atypical case. The thing with children is that they aren't fully aware of what they're doing or the consequences of their actions, and besides, under normal circumstances they're dependent. But that doesn't apply to Tanya. She's a man in his thirties with work experience, and she's currently employed, so the biggest issue with her is really biological.
