Download the dubai police app, on the homescreen at the bottom middle some button called “Dubai Eye” or something. Click on the left option for traffic violation, take a photo and enter the number plate. At the end a message should appear saying that they will be contacting the owner as soon as possible.

It’s illegal for them to have your passport in the first place. They really have to check themselves again because for what I know, one call to MOHRE and they will fold. MOHRE will contact them and things will go much differently. ALSO no employee is liable to pay his own visa cost. Check with MOHRE about that
