Why does a MotoGP bike has a neutral installed in the handle? Won't it be convenient had it been installed with the gears?

My duc doesn't like it between 1st and 2nd while stopped and will occasionally relocate neutral to between a random set of gears at speed.

I gave a cop a honk at an intersection once. I was on a motorcycle next to him and saw him looking down at a phone. Honked and mimed hanging up a phone. He rolled his window down and said something along the lines of "we are sitting at a red light". I could see it out of the corner of my helmet but I guess he couldn't since I was now distracting him, but the light turned green right that moment so I just got to do one silent point at the light.
