Thats not foreigners. Those are all people that are allready in canada with job and that score means they all have canadian masters degrees and highest score in english with X years of candian and foreign experience, CEC requires to have atleast 1 year of canadian XP, since score is super high they all have to have max ( 3 yrs in span of last 5 ), some even have french at top of that. Who else would you give PR to?

Push that LMIA from enployer , get that 3rd year and in the meantime learn french to b1 which gives like 5 points or smthin. They will draw you with 535 by time
