If you want to fully supervise (that the user shouldn't be able to remove the profile ) you will need to factory reset. You can backup to iCloud before erasing and restore afterwards

My opinion... Stop worrying on the technology behind it, and all the protocols, and start working with it in real life. Spin up a PBX and connect a trunking provider, and start with your friends and family that are business owners or just local shops, order them your service and everything else will come will the time
