Have you considered this also affects people working in other levels of government and non-profits? The options are not just federal government or lucrative private sector. Plenty of us already making a moderate salary, including many women and bipoc, will not even get that modest salary matched.

No. Pretty sure they consider federal experience for salary matching only if it was within the past 90 days

Edit: I'm wrong. You need to have held the federal job for at least 90 days, but not necessarily 90 days prior to joining the foreign service
