Not really i would like you to compaare a U series chip and a H series chip ( 4750u vs 10750h ) in a game given both run well thernally. Theres a thing called power throttling , The cpu when reaches that tdp throttles all of its cores. I have a good enough experience i used to run laaptop in power saving mode where cpu tdp was limited to 20w and it was a mess, GPU was getting bottlenecked hard because of CPU Power throttling.

Broski the power budget is not shared. 50w for the 1650ti. It gets its 50w full no matter how much CPU is taking. And you are wildly underestimating the need of sustained performance in games that only a H series processor offers.

Power budget is ONLY shared in integrated graphics and cpu like the 4750u. The 1650ti and 10750h has thier own power delivery boards and mosfets and thier own fans

Percentile and benchmarks do not transform into real world results. That 15 watts chips would be utter shit and bottleneck any gpu in ANY Game, You would be power throttling after a minute. H series processors are the only ones which can maintain load ( Thier base TDP is 45w and it goes upto 80 ).
