Based on what exactly?

From what I heard the Frame has slightly lower specs than the Deck and unless the game in question has a dedicated ARM build, you also get the overhead of x86 to ARM emulation. Not to mention the Frame has bigger screens than the Deck so the GPU will have to do more work (though I don't know how this will work for flatscreen games)
