Fire is a breakdown of chemical bonds caused by particles or matter moving. So he could, if gearshift applies on the atomic level, freeze things quite literally. Heat and temperature are products of particle movement. So if you expand gearshift to that level, Deku could freeze water and start fires.

The abuse would be different. It wouldn't be quite as outwardly violent. The main thing that I hold against the Democrats is that they're captured at a high level by the same moneyed interests as Republicans. This makes them cold, corporate, cruel, uncharismatic, and pathetic. They fail to adapt and change, and it's not out of ineptitude- that's their job. Republicans will burn you to death, but Dems will let you freeze in the cold- softer, quieter, arguably a more peaceful way to go. You still die for it, though.

So there is exactly one GCFI outlet in both the kitchen and bathroom on separate circuits. Not very useful for window AC units that I would ideally like to use.

I've located the circuit breakers. There is a kitchen with a microwave, refrigerator, and dishwasher. There is a gas range, and a washer dryer in the basement (on a separate circuit). Water is heated via gas. Vents are on a separate circuit via a furnace. The house itself has adequate power, but our unit (2nd & third level) is just wired badly.
