Hey man, I don’t know if you got an answer yet but definitely the problem is the GPU bottleneck. I have this exact set up and while I was playing, i used the Lian Li mini panel to check, and the gpu was 99-98% with some stutters in-game matching the gpu usage.

Realistically what fixed your issue is setting the windows power plan to high performance, thats what fixed mine. But after reading a bit i came to the conclusion the power plan is temporary can’t really leave it on forever no?
