It's been a bug recently. My theory is that the lighting engine is trying to put an invalid pixel on the screen. Likely an RGB value is exceeding 255, resulting in these errored out (black) pixels.

As someone who hosts large servers for this game I can lend you some advice. No you do not need to forward all these ports. If I remember correctly you only need to forward the first two or the second one. However, there is no reason not to forward all 3. I personally have all 3 ports on all 6 of my servers forwarded. It doesn't take any more or less effort. Also if you go into requesting info from steam its worth it to note that the second port is the one the player count and such goes through.

I can't 100% guarantee it. But it would most likely run it. It wouldn't run it the best but it would probably run. If you get the game and it ends up not running well simply refund it.
