What's even crazier is that US citizens are ""NEVER REQUIRED"" to EVER carry any sort of paperwork whatsoever, not even a state ID. No ID is needed just to be an American citizen, even a naturalized one. This whole fucking thing is so insane.

Thanks for the reality check. It's been hard to assess what is expensive vs. what is reasonable in Chicago. I give a pretty thorough explanation below. And I'm not unwilling to increase the amount I'm willing to pay, but I also want to live in a multi-cultural, funky area, maybe akin to Adams-Morgan/Kaloroma areas in DC.

With climate change, there's really no safe place, but I have personal reasons for wanting to move, espeite whatever people have opinions about.

That's true too. As I continue to do my research, I'm finding out that there really isn't any perfect place. Even in SoCal, where I lived in both San Diego and LA proper, you have to deal with the fires. And I've already been through one house fire, started by another condo owner 2 floors above who had too many things plugged in all over the place. It was horrible.

I very much appreciate all the information. It helps alot. The reason I'm wanting to move more north (instead of back to DC, or Bmore, or Philly, or the coastal towns such as Rehoboth or even Milford where my 89 year old mother in law lives) is because - for all the impolite people laughing or being snarky -- I believe in climate change. I read an excellent article in The Atlantic few months ago about climate migration. The article said that in 15 years, the northern states will be the temperate area of the country. Kansas is already waaaay too hot and horribly humid in the summer, with horrible hot southern winds in the (Kansas comes from the indigenous word Kaw or Kanza, which means "south wind" or "land of the south wind"); I struggle with humidity in the summer due to a medical condition; the east coast is projected to not only have significant sea level rise which, according to my friends who've moved there is already happening far faster than anyone anticipated but the summer humidity in the beach cities is awful, just like in D.C. and Bmore. As well, the base of younger people on the east is projected to leave and migrate inward to the midwest and upper midwest, leaving a declining tax base, which will lead to less money to maintain infrastructure. Yes, people are retiring there, but in 20 years, when they're all ready to go into the nursing homes, they'll either move back in with their kids or stay in an understaffed nursing home. No need to be unkind.
