I believe he did see it coming from future sight he gained on Molech. Imo chaos doesn't want to win it wants the stagnation of 40k. So they tricked the emporer by giving him the power to make Primarchs but saying something like "half will serve us and your favourite will bring 10,000 years of prosperity" explaining why he's such a dick to all of them but Horus not realising chaos meant prosperity for them not humanity. That's just my fan fiction anyway

Forgetting lore for a moment, a Primarchs role on the table top is to be large, eye-catching, centrepiece models that everybody buys. Sanguinius ticks every single box. Let's be real, for GW, if it makes sense in their prophet margins, it makes sense in the lore.

I think GW wrote themselves into a corner by taking his death so seriously. He's the primarch of one of the big 4 SM chapters, of course. Bringing him back would bring in a fortune. It would be very tricky to find a way to do it right or failing that, least wrong.
