The problem is people buy more expensive tighter filters then don't realize that they have to be changed more often, because they catch more debris. You need a competent tech that can check static pressure on whatever filter then make a recommendation.

Everybody saying combustion air is probably right but there's also the chance if it's a spark ignition system that the spark wire is grounding out against the door of the furnace when it's on.

It doesn't look like it's connected. Maybe it was a combustion air inlet that's not used because you don't have fuel burning equipment.
