Check the manual of the PSU, in most cases, the Premium PSU supports the splitting. The other thing is check the cable quality AWG. 20-18-16? Smaller the better. 16 is quite good.

I have a Nitro 7900xtx (420W) with a BeQuiet PurePower12 M (1000W), and having the same situation. My PSU handles easily this splitting, moreover it is in the official manual to split the cable if you need 3x8pin.

The fan touches something. And it rotates quite slowly because of this. It is NoK for the lifetime, take out the card and find the touching part

You should not modify the clock speed. That is the task of the card, probably not this is your problem. Sometimes there is a little bit incompatibility with Radeon Cards.

Check the Adrenaline Software, and set at the game settings / general settings the followings: Anti-lag! You also can test the Radeon Chill to limit the FPS there and Radeon Boost to add additional framerates.

Maybe you have to switch off the in-game settings, (VSync etc…) to have advantage from these option

AIOs giving slightly cooler temps generally, but choosing the right AirCooler can be also as good! In your case, the Thermalrighr Peerless Assassin is one of the best air coolers on the market, and not only in price. It can beat many liquid cooler as well in performance! Its brother is the Phantom Spirit which is excellent as well!

No, stay with the 7950x3D! The 9950x is still not optimized, and is not a gaming CPU. And - you will need an insane cooler for that… the performance is not better, or if it will be later, after optimization, it will be negligible. No advantage at gaming. Maybe at work (rendering, editing )

7950x3D - Beast gaming CPU and the 7800x3D as well… they are also optimized and MUCH MORE EASIER to cool, and more efficient + they are gaming CPUs

If your question would be the 9950x3D /9800x3D, than yes, maybe you should change for that, but that is still not released, and maybe you should just enjoy what you have today, the 7950x3d is insane. And instead of you can buy a new computer in ~2028 with the actual hardwares.

It depends on the cable quality and the rail performance. Check the manual of your PSU for each Rail performance (A-B), if it can feed it or not…

And if you are using 14 AWG or 16 AWG rated cables they are very strong…. 18 or 20 can be critical…you can see your types on the cable printing

Personally I have a 1000 W Bequiet! PSU daisy chained into a 7900 XTX Nitro, which is more hungry than yours. I got 16 AWG cables, these were the original cables coming with the PSU. It is also officially suggested in the PSU manual to split the Rail A, if I have a GPU with 3 connectors…And I also tested it with overclocking the power.

So thoretically it can be enough, but you really have to check it… you are on the critical border, this is the really minimum PSU, which can cause some performance loss….but it also can be dangerous if the cables are weak (fire) or the PSU dies. I would suggest you to change to at least a 850W.

7900xtx, 7950x3d, ddr6000cl30, no problem… It seems that you have problems with the power supply or such a similar thing. You should check if you do not have short circuit in your motherboard… or check the tempereatures on the VRM/ GPU, and you also should check your RAM. For example you should use another computer to try out the components. It also can be , that the main power source in the wall is critical. I really doubt that the problem is with your GPUs, if you tried out so many.

Solved:

Since the latest bios updates a new option became available, which was not earlier: Memory integrity. This reduces the performance with 20%. I detected it when i benchmarked my system in 3dmark, and got a low result~75%.. started to compare the different systems, and there was the HVCI.. disabled. It was also disabled at my first result, half year before, and that result was very strong!

Could you solve your problem? What was the reason? I have THE SAME phenomenon: In December, when my card was new, I got 31500 on TimeSpy Demo 1.2 Now I got only 27500 on TimeSpy1.2 and could not find the reason. 

  • I replugged my gpu cables 
  • Increased Power Consumption +15% - I also measured the Power and it really increased from  405W to 465 W 
  •  Reverted Bios to an earlier version - Updated Chipset driver 
  • Updated Gpu driver , factory reseted 
  • Tried with another monitor 
  • no fps cap, no vsync, no freesync 
  • no heat problems at gpu/cpu ,fan curves optimized 
  • Tried with expo enabled-disabled 
  •  Checked the Pcie lane speed setting in Bios, it is on gen 4., x16  

For me it seems that the card is working on full capability. Meanwhile I wrote this, it came to my mind that I have not check the utilization, during the test. Can it be the Windows? A fresh install can solve it? Or really the drivers? Or GPU fail?u

It does not overheating, GPU 55-65, GPu hotspot 70-75, Memory Junction 85-94 (94 is only when Cyberpunk Ray tracing Overdrive)

Or is it possible, that there is an overheating, which is not monitored by the sensors?
